Kampala , Uganda , HIV transmission in African countries is
very worrying . WHO files say 70 percent of people living with HIV in the world
are African population .
In response, the Ugandan government also imposed a new law which is considered
to reduce the number of HIV transmission . The law was named by Law Prevention
of HIV and AIDS .
Under the law , any person who knowingly and intentionally transmit HIV virus
to anyone with unprotected sex , sharing needles or blood transfusions , threatened
of 10 years in prison .
Not only , the law also allows medical workers and health workers to
disseminate HIV and AIDS someone’s status even though without agreements of that
person . This Act came into effect on Tuesday (13 /5) .
However, the enactment of this law was harshly criticized by activists of HIV -
AIDS in Uganda . They said that the enactment of the legislation would further
strengthen the negative stigma against PLWHA ( People Living with HIV AIDS ) .
Asia Russell , one of the activists of the GAP HIV advocacy group said that the
legislation will actually make people afraid to have an HIV test . Though
screening test is very important so that patients can receive antiretroviral
treatment .
" This legislation will only make people afraid to do the screening , cast
a negative stigma and discrimination on people living with HIV , " said
Russell , as quoted by Reuters on Saturday ( 17/05/2014 ) .
Uganda is one of the countries with HIV - AIDS control programs are quite
successful . They were able to decrease the spread of the previous 18.5 percent
in 1992 to 5 percent in 2000 .
But that number has increased after the Ugandan Ministry of Health announced
that the current spread of the HIV virus figures at a 7.3 percent rate .
